THE SHORT ANSWER
CPL measures cost per lead, CPA cost per defined action, CAC the cost to acquire a customer under a stated cost scope, and ROAS attributed revenue divided by advertising spend. They answer different questions and should not be substituted for one another.
Four ratios, four questions

The denominator changes the story
A form submit, qualified lead, approved application, completed order and verified new customer are not the same action. Define the event, identity rule, attribution scope, cancellation treatment and time window.
Platform new-customer reporting depends on configuration and available identity signals. Reconcile it with the business system before treating it as customer truth.

Read metrics as a connected funnel
Low CPL with high CAC can mean lead quality or sales conversion is weak. Strong ROAS with weak contribution can mean margin, discount or return costs are hidden. Rising CPA with stable CAC can occur when the mix of actions changes.

- Label media-only and fully loaded acquisition costs separately.
